Non-Road Mobile Machinery (NRMM) covers a large variety of engine installations in machines used for purposes other than for passenger or goods transport. Emission limits and approval procedures for engines in NRMM are currently set out in Directive 97/68/EC and its subsequent amendments. Inland waterway vessels also fall under its scope.
In line with EU environmental policy to progressively reduce emissions and phase out polluting equipment, the European Commission has submitted a Proposal for a new Regulation, aiming to replace a patchwork of national laws and to cut the complexity of the current legal framework for the sector, after a technical review identified a number of substantial shortcomings of this Directive, confirming the need for a fundamental review.
The new proposal aims to:
- introduce new emission limits reflecting technological progress and EU policies in the on-road sector, with a view to achieving EU air quality targets;
- extend the scope, with a view to improving market harmonisation (EU and international) and minimising the risk of market distortions;
- introduce measures for simplifying administrative procedures and improving enforcement, including conditions for better market surveillance.
For the various types of NRMM, the Directive addresses the following major air pollutants: nitrogen oxides (NOx), hydro-carbons (HC), carbon-monoxide (CO) and particulate matters. It stipulates the maximum permitted exhaust emissions as a function of the power of the relevant engine. Moreover the Directive includes a series of emission limit stages of increasing stringency with corresponding compliance dates. Manufacturers must ensure that new engines comply with these limits in order that they can be placed on the market.
